It's a new Avid V-brake part. It has grease in the inner plastic sleeve for installation. The picture has been updated to what you will actually receive; a noodle with a small rubber overcoat. I like this design much more than the long rubber sleeves. Those tend to rip apart on my bikes.;

The overcoat part of the item I received is much smaller than the one pictured. The noodle itself is identical to the picture. The item works well so no complaints it's just different from the picture. It was still in an Avid bag and sealed so probably just a newer version. Picture should be updated to match the product.;
