Great tire runs small

I've been riding the PZero Velo tires and really like them. Those are discontinued and these seem to be the comparable replacement. I haven't ridden them yet but assume they'll be as good as the older model. However after mounting them today I wanted to note that they run pretty small. On rims with a 13mm internal width the 25mm PZero Velo tires had an actual width of 25mm. On the same rims the 26mm PZero Road tires have an actual width of only 23mm. If I had known that I would have ordered the 28mm size.
